NarysecCollege ThabaNchu takesoff The Departmentof Rural DevelopmentandLandReform’NarysecThabaNchu College fortraining unemployedrural youthsinvariousskillsrecentlyopeneditsdoorstoacceptits first intake cohortof 818 participantswhowill be trainedincharacterbuildingandvocational skills. In 2010 the departmentlaunchedanewprogramme calledNational Rural YouthsService Corps (Narysec) totrainunemployedrural youthswhohave passedGrade 10 invariousskills,including construction,sotheywouldhelpdeveloptheirown rural areas. The programme had beendesignedinsucha waythat aftercompletionof the two-yearprogramme,the youthswouldbe able tolandjobsand alsobe able tostart theirownbusinesses. The NarysecCollege ThabaNchu inFree State will have three Narysecintakesthisyear.The nextintake will be inJulyandthe last one will be inAugust. ThisThaba Nchu college,whichisknownasthe NarysecCollege Thaba Nchu,wasofficiallyopenedby rural developmentminister,Mr Gugile Nkwinti,on15 March 2015. Classesatthe college startedon16 March 2015 where the Narysecparticipantswere inductedand familiarized withthe college environment,includingitsrulesandregulations. The participantswere alsosubjectedtomedical examinations inordertoselectthose amongthemwho wouldproceedtoKimberleymilitarybase forleadership trainingwhichinvolvestuitionindiscipline and patriotism. Thislegisalsoaccompaniedbymilitarydrillsandexerciseshence the exclusionof the medicallyunfitparticipants. There were 628 Narysecparticipantswhowere senttoKimberleymilitaryon6 April 2015 followingtheir completionof the inductioncourse atthe College.There were172 whowere declaredmedicallyunfitby the SouthAfricanMilitaryHealthServices. The 628 Kimberleybasedparticipantswillbe trainedbythe militaryfortenweeksinleadershipskills before theyare sentback totheirprovinces where theywill be trainedatthe FurtherEducationand TrainingColleges (FET) invocational skills,suchconstruction,electricity,plumbing,waste water management,agricultureandotherssotheywouldbe marketable andalsobe able tostart theirown businesses. The defence force andthe rural developmentdepartmentwill holdagraduationceremonyatthe 3 SouthAfricanInfantryBattalion inKimberley on12 June 2015 for the college pioneerNarysec participants. Some of the Narysecparticipantsdeclaredmedicallyunfitandwhohave optedtocontinue withthe Narysectrainingare alsobeingtrainedinleadership skillsatthe NarysecCollege ThabaNchuunderthe auspices of the accreditedNorthernCape Rural College.

The NarysecCollege ThabaNchuisthe brainchildof MinisterGugile Nkwinti,whotogetherwithhis formerdeputyminister,MrLechesaTsenoli negotiated in2012 withthe Free State governmentforitto handover the formerThaba NchuTeachersEducationCollege premisesatZone 1, Thaba Nchuto the Departmentof Rural DevelopmentandLandReform in2014 for use as a Naryseccollege where unemployedrural youthswouldbe trained. MinisterNkwinti hashand- pickedtwohighlycapable seniormanagersfromhisMinistry,General FumanekileGqiba,whoisaformerambassadorto Israel anda formerSANDFgeneral andhis experiencedspokesman,MrMtobeli Mxotwa,topioneerthe runningandthe managementof the Thaba NchubasedfirstNaryseccollege. Mr Mxotwais a seasonedjournalist,alongservinggovernmenttechnocratanda formereconomics teacher. General Gqibaisthe firstheadof the NarysecCollege ThabaNchuwhile MrMxotwais responsible for curriculumdevelopment,research,publications andthe ApartheidExhibition. In line withthe National DevelopmentPlan,MinisterNkwinti, hasinconjunction withhismilitary cabinetcolleague,MinisterNosiviweNqakula deployed agroupof seniorarmyofficerstoassistinthe runningof the NarysecCollege ThabaNchu. Armyofficers,Colonel Bahle Ntsele,ColonelLungaMzondo,Major JanMaya, and Warrant officerMike Boeshave been deployed asplannersresponsibleforimplementationof College programmesaswell as for commandand control at the college. Theirplanningentailsoptimumutilizationof the college forcurrentandfuture use. The four army officers,whoare secondedtothe rural developmentdepartment, alsoserveasadvisors to the headof the college,General Gqiba. The other soldiers,whoalsoassistfromtime totime atthe college are responsiblefordisciplineamong the Narysecparticipants.Theyalsohelpwiththe administration. Several officialsfromthe NationalRural Service Corps(Narysec) chiefdirectorate workonarotational basisat the college.These officialsare complementedbyold Narysectraineeswhoserve asNarysec National Reference Group(NAREG) andfacilitators. The NarysecNAREG members are responsible forthe welfare of the Narysecparticipants whilstthe facilitators assistwiththe teachingof participants. The newcollege workscloselywiththe Bloemfonteinbased ProvincialSharedServiceCentre inthe Free State. “Failure isnotan option”isthe mottoof the Narysec College ThabaNchu. CompiledbyMtobeli Mxotwa
