State assembly is a law making body. Majority of members in assembly pass a bill, so that it can become a law ultimately. However in Gujarat, a role of the law making body and the ruling party with majority in the house has been minimized by the Governor who is believed to be in influence of the opposition party. If popular and elected state government would bring a bill and pass it in assembly, the Governor would return, or would sit on that bill and would not allow it to become law!! Governor would do this not in one or two cases but in most of the cases!! Governor would recommend amendments and would return the bill and if the amendments are not considered, she would not allow the bill to go ahead!! Governor, 84, former Congress minister in Rajasthan is in good terms with the leader of opposition and her growing postures of contradicting the state government create a serious question whether Gujarat is ruled by an elected government or by the opposition party – Governor alliance? Can you imagine a situation? A party that enjoys over 120 seats out of 182 in Gujarat assembly, is unable to make desired laws for the people that are likely to impact millions of citizens?

NamoLeague News:-Congress Trying To Run Parallel Govt Through Governors Office: Narendra ModiGujarat chief minister Narendra Modi on Sunday accused the Congress of trying to run a parallelgovernment through the governors office, even as the state BJP passed a resolution seeking recall ofGovernor Dr Kamla."We have maintained silence since 2009 against the injustice by governors office, inorder to maintain its dignity and grace," Modi said while addressing a rally at Vastral, on the outskirts ofthe city."In 2004, just 24 hours after the UPA government came to power, Congress had said that Modi shouldpack up as Centre will invoke Presidents rule here. Since then they are conspiring to remove mygovernment," Modi alleged."The Congress has not been able to impress people of Gujarat for the last 20 years and they haveremained out of power. So now they are trying to run a parallel government by using the governorhouse," Modi said."You (Congress), for the last three years, have used the Raj Bhavan to make a back-door entry to run aparallel government," Modi said."My elected government is opposing the governor with the aim of upholding the Constitution andprocedures," Modi added.The state BJP, earlier on Sunday, issued an open "charge sheet" against Dr Kamla, and demanded herrecall.It passed a unanimous resolution and urged the Centre to recall her because she was "holding thehighest constitutional post yet she has been acting in a whimsical way which goes against the federalcharacter of the Constitution"."Can a state have two governments? What will happen if there are two governments in one state? Wherewill the people go?" Modi said."We tried to reason this thing out with the governor. But the pressure of the Congress party (on her) isvery high, and she cannot overcome it," the chief minister said."Same speech - same sentences spoken by a particular leader of opposition in the state assembly, wereused in the letters of the governor. The students of South Gujarat’s Uka Tarsadia university are agitatingthese days because their university is not recognized. The Governor has direct role in this.Gujarat assembly in last April passed – what it can be termed as just another routine bill – approving fourprivate universities in the state. One of them was Bardoli based Uka Tarsadia university. A bill passed inthe assembly goes to Governor for approval. The Governor in tussle with the state government refused tosign this routine bill and returned it. Whatever the level of tussle, this bill was so normal that the stategovernment had not even a little doubt that Governor could return it. The government had thereforeissued a letter of intent to the university, based on which the university gave admission to 4500 students.Now these 4500 students are agitating in Bardoli protesting against lacking of approval to the university.Academic work is stalled in the campus. There are three other universities facing same problem, thanks to84-year-old former Congress minister Governor in tussle.While Gujarat government is all set to pass the bill again this Tuesday in Gujarat assembly monsoonsession, there’s no rule that defines in what time limit Governor has to pass the bill. So it is most likelythat Governor would most probably sit on the bill, God knows for how long period.Bills that are to be reintroduced in this session of assembly are Unauthorized Construction Regulation Bill,Private University bill and Bombay (Kutch Region) Inams Abolition (repeal) bill. The bills are reintroducedbecause, Governor returned them for reconsideration.BJP is going to organize a grand rally on Sunday demanding that governor should be recalled for heralleged unconstitutional act of appointing Lokayukta in the state without consulting the council ofministers. Other two demands the rally is going to make are governor’s node to women’s reservation billand her approval to unauthorized construction regulation bill.Gohil is believed to be the man behind this game of blocking the bills and controversial appointment ofLokayukta. Considering that both the impact fee bill and private university bill are mass oriented, if Gohiland his neighbor Gujarat Governor Dr Kamla Beniwal continue to work like this, Gohil and his party mightface more insult, most probably in public next time, as Gujarat assembly election is scheduled next year inDecember, and people are watching the drama peacefully but solidly.To Read more Click here ……
