Challenges & barriers  Financial : High investment cost with no commercial return.  Socio-economic : Scattered islands with low populations, high dependency on foreign imports  Technical : Poor knowledge about adaptation technologies and its effectiveness  Regulatory :Weak legal enforcement and slow response  Capacity: Lack of human capacity in the area of climate adaptation  Ad-hoc Planning: Lack of adequate information and other key resources leads to ad-hoc implementation of adaptation measures  Budget constrains: Climate change mainstreaming in sectors have increased pressure on local budget planning.
