  • 1. PETER R. HARTY, PMP 703-499-1084: peter.harty@verizon.net Enterprise/Solutions Architect Over twenty-five years’ experience in the computer industry with over twelve years in the federal sector working for Amtrak, HUD, USPS, FEMA, FAA, and Fannie Mae. My strengths include: • Designing target/transitional architectures • Implementing Reconciliation and settlement processes • Migrating legacy systems to approved architectures • Working in heavily regulated industries (banking, mortgage, payment credit card, power) • Working with auditors to gain regulatory approval for re-targeted architectures • Gaining sponsor and stake holder approvals for value propositions • Augmenting architecture capability • Implementing of IT controls and compliance • Working with Capital Markets products Highlights: Working with auditors to gain regulatory approval for re-targeted architectures • Amtrak: The existing architecture had major flaws in the reporting of inventory usage in the food and beverage service to the General Ledger system. This erroneous data was then used downstream by other groups for route/state analysis/reporting. In March 2013, $11.7m of inventory usage was reported to the GL. A correction of $6.8m was made to “true up” the numbers. This correction was growing each month creating credibility issues with both internal stake holders and with federal and state partners. Created a patch that realigned the architecture and restored stake holder confidence by reporting costs generated by a process that had passed audit. Reconciliation and settlement processes • Amtrak: Created a PCI and security approved integrated target architecture for credit card acceptance on the Amtrak fleet leveraging the Amtrak IT network Implementing of IT Controls and Compliance • HUD: Architected and directed the development of a Working Capital Allocation Tool (WCAT) in support of the Capital Planning and Investment Control (CPIC) process. This tool facilitated the allocation, tracking, modeling and reporting of the IT Investment portfolio of over 200 projects per annum. Migrating legacy systems to approved architectures • USPS: Principle consultant for self-service revenue channel. This channel included two major programs for kiosks and vending machines with combined budgets of over $600 million and a revenue stream of 1 billion dollars. I was tasked with managing the migration of the Vending Activity Reporting System, (VARS), from a failing legacy system to a certified and approved platform. Successfully architected the Postal Financial Transaction (PFT) system to meet this requirement. Augmenting Architecture Capability • Fannie Mae: Developed a metadata repository for tracking and analyzing corporate system assets and their data flows. Helped develop a metadata repository. This artifact was then leveraged throughout the enterprise to support; regulatory compliance, month-end accounting close, system consolidation opportunities, data security and operational risk challenges across hundreds of systems and business processes. Working with Capital Markets products • Designed and built a REMIC (Real Estate Mortgage Investment Conduit) application. This product was developed to help managers of pools of mortgages to model constituent tranches with the concomitant tax implications. Professional Certifications: TOGAF 9 Certified PMP PROFESSIONAL EXPERIENCE Business Modeling Techniques (BMT), Springfield VA June 2015-present Principle Consultant - Tasks include Installing Web service testing platform using SAOPUI and Apache Axis 2 Creating an AWS cloud environment utilizing SSH and Linux
  • 2. Amtrak, Washington, DC January 2012 to May 2015 • Credit card acceptance integration Lead Architect responsible for system implementation and integration with Amtrak infrastructure. Responsible for credit card authorization and settlement architecture. (Internet access control mechanism). Post settlement data flows to the revenue accounting in support of the settlement process. Consolidated several local financial payment web services into a single enterprise level WEB service to support a consistent integration strategy • Implemented Architectural Strategy by Re-platforming Processes In order to consolidate support teams, reduce costs, and system expendability and scalability I was tasked with re- architecting both the revenue remittance and sales and excise tax processes from a mainframe/DB2 platform to a windows/SQL Server platform. Timely reporting of revenue to the general ledger was of the highest importance to the finance group • Developed Vendor Patch Utilized asynchronous communications and loose coupling techniques to create a plug and play environment for remote devices reporting revenue from trains and Amtrak commissaries to the General Ledger. This architectural pattern separated vendor applications from Amtrak’s backend systems. When the commissary vendor’s software failed in the case of Warehouse system I was able to step in and patch the software at the intermediate level and reverse the damage and pass the ensuing audit. It was acknowledged by both the project team and the business groups that without the added architecture component patching could not have been applied. • Cloud Technology Part of the architect group that brought in cloud technology AWS (Amazon WEB Services) to reduce the footprint of the outsourced data center OSG, Northampton, England October 2011 to December 2011 Senior Solution Architect – Providing architectural support to Barclay’s bank in migrating from DM6 to DM8. Amtrak, Washington, DC April 2008 to October 2011 Senior Solution Architect – Responsible for integrating Amtrak’s new onboard food and beverage system with their enterprise SOA backbone. The overall system consists of three component systems; warehouse, food and beverage and an onboard point of sale system (POS). Responsible for: • Assessing integration of component systems with Amtrak’s backend systems • Developing criteria for changing from legacy data exchange methods to web services • Presenting architectural principles to business sponsors • Architecting a scalable solution that allows effective staged rollout to the national fleet of trains Fannie Mae, Washington, DC April 2007 to March 2008 Lead Application Architect - Responsible for tracking and analyzing corporate system assets and their data flows. Helped develop an application and system data flow repository to identify system consolidation opportunities. This artifact was then leveraged throughout the enterprise to tackle; data standards, regulatory compliance, month-end accounting close, data security and operational risk challenges across hundreds of systems and business processes. • Team lead on SOX XL project to build framework for desktop data approval applications • Lead application architect for single family loans • Work collaboratively with analysts, developers, testers and business SMEs to maintain interface metadata, and contribute to the overall process improvement • Evaluate and make recommendations on enterprise level system architecture • Managed requirements to minimize scope issues through formal/informal meetings and walk-throughs • Analyzed Business Requirements, performed gap analysis and segregated them into high level and low level Use Cases, Activity Diagrams/State Chart Diagrams and Robustness, System & Data flow diagrams using Visio and CytoScape • Analyzed Restatement applications and processes to merge Restatement and Production environments HUD Business Modeling Techniques, Springfield, VA June 2001 to April 2007 Designed and directed the implementation of the Working Capital Allocation Tool (WCAT) program for the US Department of Housing and Urban Development (HUD). This multi-module tool facilitates the planning, tracking and reporting of the Working Capital Fund (WCF) appropriations and other sources of funds which support the approved HUD IT program portfolio. This portfolio consisted of over 200 IT programs with a budget of over $400m. Introduced strong internal IT controls that established data transparency. Managed the migration of the portfolio from spreadsheets to an approved government enterprise architecture. I acted as both the enterprise architect and the program manager. I directed the development and installation of this tool at HUD and was responsible for its maintenance and support. My responsibilities included: • Developing the requirements and getting stakeholder sign-offs 2
