OPASTCO 4th ANNUAL TECHNICAL SYMPOSIUM TO FOCUS ON
INTERNET PROTOCOL TELEVISION (IPTV)
Practical IPTV Sessions Geared for Rural Companies
WASHINGTON – The Organization for the Promotion and Advancement of Small
Telecommunications Companies (OPASTCO) announces the content focus of its 4th Annual
Technical Symposium set for October 11-12, 2006, at the Minneapolis Airport Marriott Hotel in
Bloomington, Minn. The day-and-a-half long educational session is designed to provide
educational value to both technical and management staff at small telephone companies who
currently are planning or deploying IPTV. The event will cover:
-Legislative and Regulatory Requirements for IPTV, such as franchise rules, digital rights
management, encryption, programming requirements, and more;
-Operational Issues in Deploying IPTV, including work force needs, new marketing challenges,
providing proper security for your service and your customers, and more;
-Planning and Engineering IPTV Networks, such as owning or sharing a headend, deciding how
many channels to offer, making build out plans, distributing content, and more;
-Content Acquisition, including working with content providers, content economics, what to
expect in the future, and more;
-Turnkey Solutions vs. Designing Your Own IPTV, including the technical, economic and
strategic pros and cons of each strategy, and more;
-IPTV Tips and Lessons Learned from Other OPASTCO Members;
-Compression Technologies, including standard and non-standard compression schemes,
knowledge to help design your distribution network, and more;
-A Panel of IPTV Vendors Sharing Their Expertise.

The Organization for the Promotion and Advancement of Small Telecommunications Companies
(OPASTCO) represents more than 560 small, independently owned, local telecommunications
companies serving primarily rural areas of the United States and Canada. OPASTCO
membership includes both commercial companies and cooperatives, which range in size from fewer
than 100 to 100,000 access lines, and collectively serve more than 3.5 million customers.
OPASTCO represents rural telecommunications interests before federal regulatory bodies and
Congress, provides publications, and holds two conventions annually in January and July of each
year, addressing the needs of the small telecommunications industry. The association has an
