• 4. Findings and Observations
PROVINCIAL GOVERNMENT
Very supportive provincial government units (public health and education offices are working together to support the schools in terms of funding and technical guidance)
Preparation for SE implementation took three years to ensure capacity building of teachers and establishment of networks
Provincial initiatives as direct response to youth sexuality issues e.g. high teenage pregnancy, increasing cases of STDs
Good mechanism for multi-stakeholder coordination (PCM)
• 5. Findings and Observations
PROVINCIAL GOVERNMENT
PATH initiative has complemented and built on the pre-existing projects of the Thaksin Government
More opportunities for youth participation in the PCM and the local Sexuality Education Network
No formal evaluation system set up yet but teachers initiate assessment based on the students’ behavior change in terms of decreasing teenage pregnancy cases and increasing participation
• 6. Findings and Observations
SEXUALITY EDUCATION IN SCHOOLS

Need for more understanding of the sexuality education lessons delivered for each grade level i.e. sequencing, coverage, connection between topics
 • 7. Issues raised by the teachers: SE as an additional workload, lack of confidence in teaching SE topics, fast turnover of teachers (continuity/sustainability may become a challenge)
 • 8. Capacity-building efforts for teachers through Master Training and Coaching System already initiated and currently expanding
 • 9. Gender equality issues in delivering SE in schools in terms of number of male teachers and participation of male students in class

LoveCare Services

Integration of LoveCare services into regular/private clinics is seen as a potentially effective model
 • 10. Number of youth clients usually increase during the school season; Most of the clients are students
 • 11. Almost the same number of male and female clients accessing the services
 • 12. Free services covered under social health insurance of youth clients: STD and HIV testing and treatment, pap smear, birth spacing commodities i.e. pills and condoms (for clients 15 years old and above)
 • 13. Counseling of clients is within the context of the medical procedure; No designated area for counseling
 • 14. No specific training of clinic personnel for handling MSM and other special cases
 • 15. Young people finding out about the services mainly through word of mouth
