National Energy Efficiency Authority The main activities of National Energy Efficiency Authority are: • Planning: making of National Energy Efficiency Action Plans • Coordinating activities with all institutions included in energy efficiency policy • Measuring: systematic monitoring of implementation through System for measuring and verifying energy savings (SMiV) • Reporting to Ministry, Government of the Republic of Croatia and European Commission on achieved results • Cooperation with national and international institutions, especially the EU institutions • Promotion of energy efficiency on a national level, informing the public about plans, achieved measures and their effects

Energy audits for large enterprises • Audits are done by qualified and accredited experts • An obligation from December 5th of 2015 • Based on the accurate, measured and traceable data on energy consumption and load profiles • A detailed audit of the consumption of buildings, industrial operations or installations, including transportation • Should contain sufficient information to provide a complete picture of an overall energy performance and a reliable information about the most significant opportunities for improvement

  • 10. • A three year plan reporting on progress in achieving national objectives of energy efficiency • Made every three years until April 30th, and a report on its implementation is made every year • Savings in primary and final consumption are observed • The objective of increasing EE is expressed as an absolute level of primary and final energy consumption in the 2020 WhatisNEEAP? ! EE is: Using less energy to achieve the same or a better effect Often it results in an increased comfort and standard EE is not: Reducing energy consumption Lowered standard or reduced economic activity
  • 11. Final energy consumption dramatically dropped and the amended spending projections in 2020 show a much lower consumption. EU target: energy consumption in the EU 2020 should not be higher than 1.474 Mtoe of primary energy, ie. 1.078 Mtoe of final energy (equivalent to a 20% reduction) RH target: the absolute amount of final energy consumption in 2020 was 293,04 PJ (7,00 Mtoe), and the absolute amount of primary energy in 2020 was 466.69 PJ (11,15 Mtoe) In total we need to increase energy efficiency by Targetforimprovingenergyefficiency
  • 13. • There are 40 measures in total – 28 measures are taken from 2nd NEEAP, 2 measures are new (from which 7 measures are from energy utilities) • On page 26 of 3rd NEEAP there is an overview of all measures as well as a comparison of how those measures correspond to the 2nd NEEAP • large number of measures, in particular information measures, affect many sectors. LONG-TERM STRATEGY FOR THE PROMOTION OF INVESTMENTS IN THE RESTORATION OF THE NATIONAL BUILDING FUND OF REPUBLIC OF CROATIA • As set in the strategy, a target for 2050. is refurbishment of the existing national building stock to a level of near-zero energy buildings, or buildings with high levels of EE and reducing greenhouse gas emissions in buildings by 80%. • There are 4 programmes for Building Refurbishment • Results for Article 5 of EED Table 18. 3 % refurbishment of the central government buildings Planned target Realized savings 3 % refurbishment of the central government buildings 0,00489 PJ 0,01099 PJ

MIEE • MIEE – Industry Energy Efficiency Network is a national energy program to encourage energy efficiency in the economy - small, medium and large enterprises • idea of the network is to link energy consumers, professionals, government institutions, stakeholders in a functional structure whose goal is to improve the rational use of energy • Partners: MINGO, MINPO, FZOEU, NKT (CEI), EIHP, HGK, HUP, HOK
