Dr. S.J. Chopra (Chancellor, UPES) made the opening speech; he graced the event with his insightful words. He informed that COLS,UPES offers various programme and welcomed the Chief guest Justice K.G.Balakrishnan&special guestsasfollows:  Mr. R.Venkataramani,SeniorAdvocate Supreme Court;Member,Law Commissionof India.  Ms. Sheela Ramachandran, Special Secretary (Law), Govt. of Kerala, Office of Resident Commissioner,New Delhi.  Mr. PawanDuggal,CyberLawyer,Supreme Court;Head- PawanDuggal Associates,NewDelhi  Mr. Mukul Shastry, Chief Manager- Legal, Kamani Engineering Corporation Limited, Mumbai; Formerly Legal Adviser, Reserve Bank of India.  Ms. Bharti Ali,Co-Director,HAQSE,NGOfor Childrights,New Delhi. and participantsforcomingfromall the partsof the countrywithsuch enthusiasm. Dr. Tabrez Ahmed (Director, COLS) gave an overview of the event. He talked about how to curb the crime with the growing technology, the developments in IT Act and the change in law with developing economy. He further enlightened us about the freedom of speech and expression with respect to social mediaandstrikinga balance betweenthem. The Keynote speaker, Mr. R. Venkatramani enlightened us on the growth of criminal law and criminology from the time of Hammurabi and Manu where no regard was given to the concept of equality to the development of modern law recognizing equality. He further spoke on how legal systems are influenced by the variety of reasons (social, politics, etc.) and the role of law schools in such change. He made some powerful statements on how morality and ethics get transfused with law and create drastic changes in the legal field. He also enlightened us on how Social Developmentis the core basis for controllingdeviantbehaviourandhowimposingpropersanctioncancontrol deviantbehaviour. The chief guest Hon’ble Justice Mr. K.G. Balakrishnan (Former Chief Justice of India)addressed on the vast topic talked about the growth of criminal law from being tortious to a penal offence, the problems which were being faced by the criminal justice systems, lack of courts and shortage of judges. He took us back to revolt of 1857 to elucidate the development of Indian Penal Laws and IPC and CrPC were beautifully laid down. He talked on the development of Penal law after the Nirbhaya case and how amended made to penal law. In modern time Crime scenario has changed and criminology has gone under drastic changes. He informed us on how crimes can now be detected by using the advanced
  • 2. technology which are now recognised as evidence under law and the problem faced by the police force due to outdate technology and improper training. The reiterated the delay in criminal justice system and suggested and a case must be disposed off and the victim should get justice in 4-5 years to provide justice in proper sense. He concluded his speech by emphasising the importance of public opinion in law and academics acting as a major platform for creating the public opinion. His speech was absolutely grippingandenlightening. The event concluded with the vote of thanks was extended by the Vice Chancellor of UPES, Dr. Shrihari Honwad where expressed his gratitude to Chief guest for honouring the University with his presence, he extended thanks to all special guests, organizers, participants also to finance & administration for their extendedsupport.He concludedwishingseminarall success.
