Preamble We the sovereign Filipino people, imploring the aid of Almighty God, in order to build a just and humane society, and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and posterity the blessings of independence and democracy under the rule of law and regime of truth, justice, freedom, love, equality, and peace, do ordain and promulgate this Constitution.

Preamble  Derived from Latin word “preambulare” which means to “to walk before”  A prologue to the Constitution.  Forms no integral part in our constitution  It cannot be invoked as a source of private right enforceable by courts or of any governmental power not expressly granted or at least, clearly implied therefrom.
  • 5. Object and value of Preamble Sets down origin and purpose of the Constitution • a. It tells us who are the authors of the Constitution and for whom it has been promulgated • b. States the general purposes and the government established under it, and certain basic principles May serve as an aid in its interpretation • The general purposes may be resorted to as an aid in determining the meaning of the vague or ambiguous provisions of the Constitution proper
